Two excellent resources that I would highly recommend for understanding some of the issues raised by this resolution are Two Treatises of Government by Locke (particularly the first few chapters of the second treatise) and The Law by Bastiat. Both are fairly advanced - particularly Two Treatises - but they will really help you get a grasp of the resolution. I think they'd be particularly useful on negative.
